She holds a Doctorate in Curriculum and Instruction with a focus in Special Education and has served in multiple leadership roles, including Special Education Facilitator, PBIS Team Chair, and Faculty Senate President. Dr. Phelps is committed to fostering inclusive learning environments, implementing data-driven practices, and empowering both students and educators through collaboration, strong instructional systems, and a focus on equity and excellence.
